macOS 15 supports iCloud sign ins in VMs now, and I am able to sign into my Apple account in the guest VM, however I am unable to sign into the App Store.
Both of my guest and host are running macOS15. I'm using UTM.

UTM may have limitations on their support for running macOS 15 VM on a macOS 15 host — at this early release stage. They may simply not fully support it yet. Contact UTM. Someone who has macOS 15 as a guest in Parallels v20 running on macOS 15 would need to determine if signing into the Mac App Store is supported to determine if the issue is limited to UTM.

Mac OS in virtual machines is very limited because of how the license agreement reads.
The one exception is Snow Leopard Server offered more flexiblity.

Well, it might be an Apple issue inside UTM and probably something that Apple won't budge on fixing considering the UTM usage. Or… UTM was passing the buck, so to speak. You will need Parallels v20 for Sequoia compatibility and that version was released a few days ago.
I have Parallel's Pro v20 here but on Intel and no motivation to load up a Sequoia guest… 🤨
