Enable FaceID for apps only, without a Passcode to unlock iPhone

I don’t want to lock general iPhone use, but I still want Face ID to lock apps that authenticate me every time (banking app, password manager, etc).

I don’t have any need to constantly prove it’s me to simply unlock my phone.

Can’t we please have an option to disable the passcode entirely and still use Face ID for apps? Please?
