After updating to Sequoia my file downloading process in safari is broken.
it will initiate the process but it will not download any further. When you click on open finder message will say cannot move file
i tried to clear safari cache. Same problem.
when I use Microsoft edge it works fine.
so what setting changed in Safari to cause this
any insight?

This was my temporary solution for now
I deleted all the VPN Configurations Little Snitch and AdGuard Configurations in Network Settings. It fixed the problem
Will wait till the new updates/patches for the three items will show up and add them back in
I just got the new M4 & all is updated and I still get this message, just like when I had my old M1 running the OS just before Sequoia. I have to use Chrome for any downloading. I have many different locations for downloading as I am specific to jobs I am working on. I never download to just "downloads".

Version 18.1.1 (20619.2.8.11.12) also does not fix the issue. This is outrageous!
I recently decided to switch to Safari for all my web work, thinking it is the best browser for use with my new M4 Mac Mini. Totally the wrong move since I store all my files on my Synology NAS. Now I have to revert to Firefox or Chrome.
This problem has been here for months and still no fix from Apple???
The problem goes furter then only downloading. When you download multiple times there is sometimes a good download between the errors. so its not abstract at all times. cannot find the trigger when is succeeds, but it is only 5% of all clicks.
The problem also occurs when you upload files to a google drive for instance. The upload fails. when you do the same with another browser it succeeds.
It occured after the latest update which was pushed , thats why i hate updates
Was having the same trouble with my Mac mini M1
( Cannot Move file) after downloading with safari!
Did all the trouble shooting steps for my computer, ended up wiping the drive on the mini then reloading it, then it would download to my downloads file and download to my NAS, but not to my External SSD.
So I backed up my data wiped the external SSD, reloaded it, and now my issue is resolved.
I can download to downloads file, to my NAS and my External SSD.
Have no trouble downloading with safari at all!

I have this problem on "Version 13.7.1 (22H221)" - Ventura.
Fine saving to local storage on the iMac, but receive the error "Cannot move file" in Safari when saving to NAS (Synology). Just leaves a 'filename.download' in the target directory/folder that's not useable.

This is not related to Sequoia. I'm using Sonoma 14.7.1 and Safari 18.1.1 and I've the exact same issue, so the problem is in Safari.
Same here. I hate it, but I changed my browser. This seems the only solution for now.

I don't think that's likely at all:

It is set to 'Ask for each download'.
That choice was valid before Sequoia, it should still be valid. I do not have any reason to download files to the Download folder, they must go to other locations.
None of the solutions here apply.
This underscores that the problem is in Safari 18. There is no reason why users should have to switch browsers, abandon usual safe practices or save files to local storage. It is not a longstanding bug as it worked in prior versions. Apple needs to fix it.

Yes that is a waste of time, indicates that the front line support is not familiar with this well established problem in Safari.
