No. Why would not including a feature, cost Apple anything less to make the phone? There is no material difference in the phone. It will have the very same hardware and cost the very same to manufacture. A feature isn't being turned on, due to EU Regulations. That doesn't change the cost of the phone in any way.
Using your reasoning, let's say I live in the US and purchase my phone in the US. Then I find I need to move to an EU Country, where AI, won't be accessible to me. Would you think Apple should then refund something to me because I'm now in a different location?
