Screen time passcode done fraudulently

An Assurion technician was assigned to come to my home to repair my cracked screen through an ATT insurance claim I had filed. I broke my leg, had surgery, and could not get to a shop to have it repaired myself so I opted for the mobile tech home service. When the tech arrived, he said he required my passcode and Apple ID and password. Fast forward to getting my phone back, I wanted to change my passcode and Apple ID password now that the screen had been repaired, and he was gone. I scrolled through the settings and no longer saw the option to change my password which I thought was weird so I googled “what happened to change my passcode”. Articles returned discussing screen time passcodes set under screen time settings to restrict changing phone passwords. After reading this, I went to the screen time settings and sure enough a screen time passcode had been added to my phone to prevent me from changing my passcodes. I spoke with Apple support, and they went through screen share with me trying everything to turn off the screen time passcode. Nothing worked. The representative suggested resetting the phone to new. Still screen sharing, we went to reset phone and erase data. We were also unsuccessful in resetting the phone to factory as it required my phone passcode AND the secretly set screen time passcode. Additionally, I can’t turn off “find my” as it is also locked with this screen time passcode that was illegally put on my phone. Apple instructed me to file a complaint with Asurion since they are the mobile tech’s employer. Should I also file a police report? A mobile tech setting secret codes on your phone can’t have good intentions. This is fraudulent behavior impersonating a customer to lock her out of her own settings.
