My Apple TV 4K takes about two minutes to turn Sony receiver, Sony TV and Apple TV box. Other kinds of streaming box start is almost instantly.

I think everything is fine now. After resetting my Sony TV I sign into my Google account. It loaded all the apps that I have been using. I decided to disable those apps since I was using the Apple TV box. While going to my setting the dialog box on the top right corner on Sony TV had something about input. When I click on it there was a option to chose the last HDMI source used. I also turned off searching for Home Pods and my Xbox controller connected. I guess it was searching hard to connect. Last two days it has been fine. I never knew my TV had that input option.

My Apple TV 4K (1st generation) A1842 wakes from sleep (standby) in 6–7 seconds. It starts up from unpowered in 16–17 seconds. Later models should be a bit faster. Other HDMI devices could be ‘waking’/starting up through CEC from noticing the Apple TV coming online in their own time. Two minutes seems excessive.
Please verify that the Apple TV box has CEC active. Settings﹥Remotes and Devices﹥Control TVs and Receivers (or: Turn On Your TV with Your Remote)﹥On.
I bought an open box Apple TV 4K from Walmart. I returned it after not being able to get an extended warranty for it at Walmart. I bought a new one at Best Buy with Apple care. I reset my Sony TV to factory specs and then let the Sony TV add the receiver, Apple TV box. It turns on with Apple remote and TV remote. The TV remote works fine, but it won't learn. The open box recognized a Xbox controller, but not my PS3 controller. The new Apple TV has not connected to the Xbox or PS3 controllers. I'm going to try a Bluetooth speaker next and then the Xbox again. I think the start up really was fixed with the TV reset. Somethings have to be done in a certain order. I'm still learning the setting, features of the Apple TV 4K. Reddit had a list of settings I printed out. But Hey I appreciate peoples comments.
I spoke too soon. After resetting my TV, Apple TV 4K started good. I decide to sign-in my Google account. It installed my TV apps back on my TV. Now I'm back to a slow start up. I used a stop watch app and it takes 22 seconds to load everything up. I tried an Onn TV 4K box before the Apple TV box. It starts up in about 7 seconds. I went online and read different forums about slow starting. More than a couple said Apple HD box loaded fast and after upgrading to the Apple TV 4K it averages in the 20's second to start. So I'm in the the same boat as other people. I also paired it with a bluetooth speaker. Still doesn't pair with Xbox controller. Different people said the Apple TV needs to visible for the remote to work. But some say you need to move it away from the TV cause of remote interference.

I doubt that the TV itself is causing issues when connecting for bluetooth. I think most users have the Apple TV box right under the TV, so still very close. (Interference might come from other sources, though.)

From an unpowered state, that can happen. For waking from sleep state (standby), it should be faster. Also, the first few times it may be a bit slower, as caches would be made and used to speed things up a bit on subsequent wakings.
Still doesn't pair with Xbox controller.
My Xbox controller “1708” pairs fine. Set in it pairing mode (long-press Connect button on the back), then find it listed in Bluetooth settings on Apple TV. Connect and pair there. Once paired, it would be remembered for a next time, and should connect again on power-up (Xbox button).

PS3 controllers aren’t supported, but PS 4,5 controllers should be.
