Hello. The scammers logged into someone else's APPLE ID from my phone

To be clear, the scammers did not log into someone else's Apple ID from your phone. You would have logged out of your own Apple ID and provided your password to do that. Then you may have logged into your phone using an Apple ID supplied by the scammers. Do not do that!

You have locked your phone to someone else with the only resolution of proving the device is actually yours with the original purchase receipt from Apple or Authorized Apple seller to remove the Activation Lock. A third party receipt will not be accepted.

I'm not clear on the situation. You're saying that they were able to log out of your Apple ID on your iPhone, log in with another Apple ID, and then using that Apple ID put your iPhone into Lost Mode? If that's what you believe happened, then there may be nothing you can do. But contact Apple Support, explain the situation to them, and see if they can help. Be prepared to present your original purchase receipt showing your name and the serial number of your iPhone so you can provide it's actually yours.
