In my iCloud account, I have stored folders for at least the last two years. Some of the data is accessible but the older data isn't. The are in the form of empty folders. What could have happened? How do I access or recover the dat on iCloud?

If the data is not present, it does not exist. It was likely deleted by you or never synced in the first place. You can recover fro your backup(s) that you keep of your data.
