this question concerns issues with iCloud. I have stored folders for at least the last two years. Some of the data is accessible but the older data isn't. How do I access or recover it?

In my iCloud account, I have stored folders for at least the last two years. Some of the data is accessible but the older data isn't. The are in the form of empty folders. What could have happened? How do I access or recover the dat on iCloud?
