App Library isn’t blurred and dock icons don’t change colors with the other apps.

What do you mean the App Library isn’t blurred? Why do you think it should be “blurred”?
3rd party app developers need to fix their apps so that they change colors with the new Home Screen settings. This is not a “bug” in iOS. It’s a problem specifically with the app.
