Transfer of data between iphones stuck on estimating time remaining

I'm trying to set up an iPhone 14 pro, from my previous iPhone XR.

It's been stuck on "Transferring Data: time remaining estimating..." for hours.

I've watched the videos on you tube and rebooted both phones several times. Each time they come back on they both get stuck on the same screen.

They're both charged up, touching each other, and on wifi.

Any idea how to solve this?
