17.6.1 TouchID & Passcode missing from Settings

I have an iPad Air 2 running iPadOS 17.6.1

The TouchID button is broken so I have to unlock it with a passcode. (When rebooting, a message appears saying "TouchID could not be enabled" - I click OK and everything works as normal.) I want to change the passcode, but I can't find the option in Settings. It should be in TouchID & Passcode, right between Apple Pencil and Battery. But it's not there at all.

I was able to set the passcode, but that was when the iPad was new and I was setting it up for the first time. How can I change the passcode if the option isn't in Settings?
