Cannot Share Location in Messages or Find My

When I go to the messages app and open up a text message conversation with a contact. I select the plus symbol at the bottom of the screen and select the location option. After selecting the location heading it shows my location on a map and then displays "share". I select share option and then my location goes into the message box. Once I select send message with my location displayed it says "Share location unavailable. Please Try Again Later". Anyone else have this issue? Location sharing also does not work in the find my app, I can see other peoples location however it will not let me share my location.

Iphone 15 plus (current IOS installed)

I use a VPN

Things Ive Tried:

Checked location settings on

Hard Reset

Reset Privacy and location settings

Updated to current IOS
