Since icloud photos is a sync it goes to your device first then sync to the cloud Set up and use iCloud Photos - Apple Support

photos sync from your device to icloud.

Take a picture it goes to your library FIRST, once you're connected to stable wifi/cellular connection it syncs to the clouid.
