I recently purchased a Apple Watch Series 4, and it won’t pair because my iPhone doesn’t support iOS 17 (iPhone 8 plus).I was wondering if there was a way to downgrade the version to watchOS 9 from 10.

No, sorry, downgrading any version of watchOS is not possible. If you're not willing or able to get a newer iPhone, then return the Watch and get your money back since you won't be able to use it.
