You can only access one App Store at a time, and to access a different one, you need to change the country or region for your Apple ID which is a fairly involved process.

You can have them if you can find a way to download them. Apple doesn't support using stores in multiple countries and switching country settings has all kind of requirements that make it not simple. Some people try to get around this using multiple accounts, but then that introduces additional complications. Then you have to keep on switching countries every time an update is released (which for me is almost daily for some app or another). Basically if you live someplace, be content with what is available.
