You need to distinguish between a no power situation & an actual boot issue. Do you hear any noises (fan, hard drive, optical drive, startup chime)? Do you see any flash or flicker on the display?

Does the battery have a charge? Check the battery status indicator button & lights.

Try an SMC Reset and a PRAM Reset (hold the PRAM Reset for at least three chimes).

Check out the Apple MagSafe power adapter troubleshooting tips if this is a power/charge issue:

If your MagSafe cable or power adapter isn't working - Apple Support

Sometimes the battery can prevent the laptop from charging or powering on. Try disconnecting the battery & use just the power adapter to attempt to power on the laptop.

If it is a boot issue instead of a power issue, then check out this Apple article:

If your Mac doesn't start up all the way - Apple Support

You may also want to try running the Apple Diagnostics to see if any hardware issues are detected. Unfortunately many of these 2012 laptops may be unable to boot to the diagnostics due to a compatibility issue Apple introduced years ago with a system firmware update. If you see an error with "Cannot Load EFI/Drivers/TestSupport.efi", then you have encountered this compatibility issue & won't be able to run the diagnostics (online or offline version).
