iphone upgrade program eligibility and enrollment

I'm enrolled in the Apple iPhone Upgrade Program (confirmed by Citizens Bank with Apple Support on the phone) but when confirming my eligibility for an upgrade via the sales website, it says that I am not enrolled. I was on the phone with Apple Support for over 90 minutes and their only solution was to visit a store sixty miles away to speak to a CSR. I can't believe that is the only solution. Any tips or advice for these types of weird situations?

You would think that communicating with Apple via phone about such a thing would be more successful than making a trip to a store, but who knows?

When I want to check my eligibility, I go to the Apple Store app on my phone, tap on my icon in the upper right, then there is a menu item called iPhone Upgrade Program, when I tap that, it checks my eligibility, shows me my phone and then I can find out when I'm eligible or if I want to pay the last payment to upgrade now.

I'm not sure what you mean by 'sales website', have you tried the app like I'm describing? Guessing it won't be any different than Apple's website, but worth a quick check before driving 60 miles..
