Complications don't work on new Apple Watch Series 10

Just upgraded from Series 6 to a base model Series 10, which arrived right on time today, and of course it comes with Watch OS 11. (It also required updating my iPhone to the latest iOS.) My usual watch face, with multiple complications, showed up after I paired the watch and ran the installation process.

Unfortunately only one of the 4 complications I use daily actually works. They are there, and those that show status do show it. But tapping on most of them does nothing.

Strangely the Workout complication works as before. But alarms, timers, and exercise status do nothing when tapped. These are all standard Apple apps so they ought to work from the start.

I tried restarting the watch, and that did nothing.

I will try creating a new watch face similar to the old one and see if that works. But I should not have to do that.

For most of a day faces from my old Series 6 watch did not show up for my new one, but eventually they appeared. The face I use most, a variant of Gradient with round watch face and 5 complications, still has only one complication that starts its app when pressed.

I have tried removing all the complications, switching to different ones, then switching back to my desired ones. Makes no difference.

The 4 apps that are visible on the face but do not react to taps are displayed near the middle of the array of app icons shown when I press the crown, and work when selected there. On the watch face the status of the unreactive apps does update when their apps are run from the main app screen.
