While I can easily add and remove the same card on my previous phone (iPhone 7)
I went over all the steps from apple website but nothing works.

Your bank is rejecting that. Generally, most banks won’t approve adding your card to Apple Wallet when you’re overseas. Most banks want you, your device, to be in the region the bank is.
Please contact the bank’s Apple Pay Support team and inquire about their requirements for verifying you, your card and the device when you’re outside the country.

What is the exact error notification you are receiving when you try to add the card? What country are you in?

The message I get is “Card not added, contact the issuer for more information”
I’m currently in Israel
but phone region setup is on UK (exactly like my old phone)
