my phone got an activation lock and i try to sign in but i can't so i find the way to reset password after that when it direct me to the recovery account page but the account have been locked, later im finding for another way but it going to the page recovery mode again when i sign in i told me "this account have been locked" again. pls help me i just a minors T-T i hope someone can help me

As from the article I referenced, you can go to this website:
https://iforgot.apple.com/unlock
and put in your information and request access to your Apple ID be restored. If you can get back into your Apple ID, you can then log into iCloud.com with your account and be able to remove Activation Lock from your iPhone.
If that fails, then only Apple Support could help:
Contact Apple for support and service - Apple Support (VN)
and they will require proof that you are the legal owner of that iPhone. If you are unable to regain access to your Apple ID and you can't provide such proof, usually in the form of a valid purchase receipt for the iPhone showing your name (if you didn't buy the iPhone, whoever is shown on the receipt would have to be the one to contact Apple) and the serial number of the phone, then there will be no way you can get Activation Lock removed and that iPhone is now useless.

thx for your solution but it can't unlock, all of your solution will get a result like this i already tried all way but it will go to the page: Khôi phục Tài khoản Apple của bạn - Apple (VN) and everything stop with the notification like the image i put in here.
uh oh, i only have a phone it's iphone 6s but it need to enter my ID apple account but im forgot the password but it locked also your solution can't help right now because my phone is locked it can't request to open or change password in web because it locked
Well, apparently you do have a device you can use to access the Internet since you're posting here. So follow the other links on that support page until you find a procedure you can use. Or contact Apple Support

yes i have my windows pc still here to go to here but i can't find any solution for that, does apple supprt in Vietnam accept talk with a kid only 13 years old? because my big brother have a phone so i can call support instead but im worried about they cancel my situation, i too young to verify that phone is mine

There's nothing more any of us can do to help you with this. As I said before, you will need to contact Apple Support. Whether they can or will do anything about this I don't know, but it's your only option now.
