how blocked number can call me?
The blocked person called me 2 times right now, then I unblocked and blocked again, then he called after that one more time. It’s not the first accident.

And also be aware that scammers and spammers can fake the number they're calling from, so that the calls appears to be from one number but are actually from a different one. In such a case, blocking may not work. One other thing you can do is to set the Phone app to "Silence Unknown Callers". If that's set, only calls from people in your Contacts list will ring through; all other calls will be sent to voicemail. Not ideal, but it at least can reduce the annoyance.
