Background sounds suddenly stop working while opening/closing apps.

As the title states, since my upgrade to MacOS Sequoia, background sounds are completely broken. They mostly stop when closing and opening most apps (but not every one of them).

Sometimes they just suddenly stop for no reason whatsoever, either. I couldn't troubleshoot what's causing this. I restarted my PC, and changed the settings in the menu in order to keep the background sounds going... it doesn't matter. They still randomly stop working. I am 99% sure this is related to Sequoia since I never had this problem before the update.
