I keep trying to download microsoft outlook to my apple watch gen 3 and it keeps saying unable to complete request try again later

I keep trying to download microsoft outlook to my apple watch gen 3 and it keeps saying unable to complete request try again later. I turned the watch off and back on again. I tried performing this action from the iphone instead of the apple watch but when i go to watch store on the iphone and search outlook, it just takes me to the normal app store of iphone and tells me i already have it downloaded. I tried googling the issue and see that other people have multiple networks they can connect to and try while I only have 1 wifi network.
