Can I unbind a game and play it on another iPad?
I know how to unbind a game but I’m trying to continue playing it on another device. Is that possible?

Presumably you refer to a game that you have purchased and downloaded from the Apple App Store.
Apps purchased from the App Store are permanently associated with the AppleID/Apple Account from which the purchase was made - and can be downloaded to other compatible Apple Devices that are signed-in with the same AppleID/account.
As for transferring your game progress between devices, you will need to explore how and where your game progress is saved. You may find information within the games settings, or the game Developer's own website.
