Anything a user places within their own home user folder is theirs to delete as well. For an "admin" user, this ability can extend to other locations as well (but not all).
How do I prevent this? I tried setting up another standard account but there seems to be no way to establish parental controls on it as well.
Check out Screen Time. I've never used it, but I understand it can be used to restrict any Standard user accounts on your Mac.

You may want to look into configure a Profile which can restrict usage as well:

The system settings do not provide any check, nor password locking.
Within a Standard user account, the standard user will not be able to make any system wide modifications without being able to provide an admin user name & password.
