Confirm with your carrier that your SIM is still active. If it is, you may need get a new SIM from them. If that still fails, then as legend103 said, you may have a hardware fault with your iPad.

This iPad is a dozen years old, is 32-bit, and may have well be having issues with activation just because of its age, or the iPad might have hardware issues with the SIM or cellular connectivity, or maybe the SIM you are using might have issues.
Contact Apple Support. Given how old this iPad is, you may well need assistance activating it.
If you do get this iPad activated, a 32-bit iPad running iOS 10 can run very little from the app store, and even the built-in apps including Safari won’t be able to make what are now considered to be secure network connections. It won’t be all that useful.

If you are experiencing difficulties with (re)activation of your iPad, you may have more success if you connect your iPad to a Windows PC (with iTunes for Windows installed - or more recent Apple Devices App) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS). Once connected to your computer, your iPad will be detected - and you should be able to activate using iTunes.
A restart of your WiFi Router may also be helpful.
To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your iPad:

You have a very old iPad. There are two likely possibilities...
1) It is very likely that your physical SIM is "provisioned", by the Cellular Carrier to which the SIM belongs, for capabilities or features that your obsolete iPad does not support.
2) Alternatively, your iPad might have a hardware fault.
hi again, the main issue is SIM carrier but idk why i have another error when i factory reset my ipad
it told me: " Activation failed this Ipad is not able to complete the activation process. Please visit your nearest apple store or authorized service provider for more information or replacement " and all of my apple device i have got it self error T_T
and i tried to reset it 1 more time but it still error, tomorrow is the day apple support call me on the date i set
Do you have a working Wi-Fi network available? If not, then you will not be able to activate the iPad. If you have a Wi-Fi network that you've confirmed that is working and activation still fails after following all the suggestions in the support article to which I linked, then you may indeed have a broken iPad. The 4th-generation iPad is no longer supported by Apple, so Apple Support is not likely to be able to help you and you'll probably need to find an independent repair shop to take the iPad to for further assistance.
