Phony "tech support" / "ransomware" popups and web pages - Apple Community describes what they are and how to get rid of them. Refer to Solution (iOS). Besides being slightly outdated those instructions are for the iPhone, so you will need to adapt those instructions to the iPad.

Very short summary:

  1. Quit Safari: Quit and reopen an app on iPad - Apple Support
  2. Clear its history: Clear your cache and cookies on iPad - Apple Support
  3. Launch Safari again.

If anything isn't abundantly clear please write back and I'll show you what to do with your iPad.

Quit Safari. Then hold the Shift key and launch Safari again. This will open Safari without showing the last page you visited.

It is the website you visited that brought up the full screen scam and will happen with any browser. It is not a problem with Safari, it is the website that you navigated to. This will happen on sites that are less than legitimate.
