Phony "tech support" / "ransomware" popups and web pages - Apple Community describes what they are and how to get rid of them. Refer to Solution (iOS). Besides being slightly outdated those instructions are for the iPhone, so you will need to adapt those instructions to the iPad.
Very short summary:
If anything isn't abundantly clear please write back and I'll show you what to do with your iPad.

That's the idea. If you clear Safari's history, it will start up to a new blank page. You can choose to clear only the last hour (for example).

ignore it.
Quit Safari. Then hold the Shift key and launch Safari again. This will open Safari without showing the last page you visited.
It is the website you visited that brought up the full screen scam and will happen with any browser. It is not a problem with Safari, it is the website that you navigated to. This will happen on sites that are less than legitimate.

Follow the links provided by John Galt to force quit Safari and clear the website data. Sorry, I mistakenly provided the instructions for the Mac.
👍
These are very popular scams.
Okay, how can I continue to use safari if the window is blocked? I have disabled safari should I use another browser.
Correct! John Galt is right on as usual.
I mistakenly provided instructions for the Mac to open Safari to a new window. My bad.
