Itunes only allowing restoring backups and factory reset.

I have been working on fixing an elderly person's pictures for them, now i managed to get the pictures off the device several months ago and now when i reconnect their phone to put the pictures back on. it only provides my with the option to set up as new device or restore a backup which is months outta date.

They dont use icloud anymore as it is massively over full due to them unknowingly being forced to take an icloud subscription when they got the device which we have cancelled but not addressed the stuffed storage since.

I have tried the following as ways to do this.

Windows Explorer -> copy and pasting (doesnt work)

authorising the PC

logging into their apple id and then authorising

itunes is upto date.

I just need to be able to add the folder to the iphone. they arent with me currently so i cannot say accurately what kind of iphone it is that they have but they also have an ipad which is doing the same thing.

Use set up as a new device. This gives permission for iTunes to connect to the device and make changes to it, but doesn't of itself make any changes. That happens when you decide what to sync to it, and then sync. Make sure that you really have copied off anything that needs to be preserved before you go any further, just in case.

If needs be see Recover your iTunes library from your iPod or iOS device - Apple Community.
