Will restoring an iPad backup overwrite a subsequent OS installed?

iPad 7 64 gb required that I free up memory to install iPad OS 18 so I deleted almost all apps. If I were to restore from backup file will the new OS be overwritten too?

iPad, iPadOS 18

Restoring your iPad from a backup only restores data and device settings. Restoring from backup does not replace the installed version of iPadOS.

By contrast, restoring to factory settings will completely reset the iPad, erase all data - and replace the installed version of iPadOS with a fresh copy of the OS.
