I had my broken iPhone’s data recovered and it is now on an external hard disk (as well as copied onto my mac). I need to restore this backup to my new iPhone now, but when connecting it to my computer, it doesn’t give me the option to “Restore Backup”, this button remains unclickable.
No iCloud backup available.
What can I do to restore the data?

A data recovery service to my knowlege will not provide the data in a format your Mac can use to restore it via the "restore backup" option. That normally requires a backup made in iCloud or on your computer when the phone was working. At least I've never heard of any third-party data recovery service being able to create a viable backup file. Did your recovery service tell you that this was possible?
If not, then you will need to copy the recovered data over manually, either by syncing it through Finder or, by putting the data into iCloud Drive, Dropbox or another cloud storage service, and then getting it onto your iPhone that way.

Oh ok, thanks for clarifying this. No, they didn't tell me that was possible, I just assumed it was. They put photos in a separate folder, so that part will be easy to transfer to the new device, as you laid out. Everything else on there are exe files, so that isn't really usable, I guess.
.Exe files are Windows files, either applications or self-extracting archives. It would appear that data was not successfully recovered and is now lost.
