Why isn’t Al Bowlly- Heartaches on Apple Music? It’s easily one of my favorite songs and I don’t understand why it isn’t there

Songs are sometimes removed at the request of the rights holder, due to legal or licensing issues, etc. Except in a few highly publicized cases, there is usually no way to know why, nor to know if the absence is temporary or permanent.
