My wife is the organizer of our iCloud+ family sharing, the only thing we’re sharing is a 2 TB storage plan. We need to change the organizer to me. I understand that to change the organizer we need to stop family sharing and restart. Can this be done without losing any data in the shared 2 TB storage?
Not easily.
Anything that exceeds the free 5GB of storage for each person in the Family Sharing Group may be deleted when the Family Sharing group is terminated and iCloud+ is cancelled.
Your best bet, is to download anything in iCloud and back it up, then turn off all the iCloud Sync options Settings ➜ Apple ID ➜ iCloud for each device. It should ask if you want to keep the data locally, just answer yes for each item.
Then end the iCloud Storage, end Family Sharing and restart everything on your device and invite her to it.
Then all the iCloud content locally kept should sync back up to iCloud.
