Safari Menu bar

Safari Menu bar has multiple tabs: top level are bookmarks, aren't they? (1)

(2) Below that, there are multiple tabs...! I right-click and choose "Close tabs to the right". Neat - they 'disappear. Next time I open Safari they are all back. How do I 'stop' that?

The following may help. Go to Apple menu > System Settings > Desktop & Dock > and turn "Close windows when quitting an application" on.


Also, the top bar is the Favorites bar. It is just above the tab bar.
