My parents photos are in my Apple ID
My iPad used to be signed into my dads Apple ID and I logged into mine and it synced his photos with mine and his contacts I have logged out of both ID’s and I do not know what to do from here

You should never sign into a different ID on an Apple mobile device unless you are truly giving it away to another person permanently and it has been fully erased between users. They are single-user devices.
When you signed out of his account it asked you if you wanted to keep the data. You said "yes", so when you signed into your account it merged his data with yours. When you signed out, the data are still in your iCloud storage and from there will transmit to any other devices signed into your account. Your data are not in his account unless he signed back into the device and had also told it not to delete the old data (yours and his mixed together on the device) first. If he did the same as you then you both have contaminated accounts with the other's data.
You—and possibly he—now need to go through all your files, photos, and contacts one by one and remove the ones that are not yours. You should also change passwords on all his accounts, just to be sure.
