Clear Space Using my User Tips:

See if you need to clear lots of space. System resources may be using up too much services, making it overheat. Internal storage cannot be upgraded. You can sync data such as photos to iCloud but they cannot be offloaded. To free space you’ll want to optimize photos storage (settings > photos) to keep originals in iCloud and lower res versions on your device. You may need to first delete files first to allow your device to sync to iCloud.

Apple tells you which storage is full, your device? Or, iCloud? When are you getting this message?
