Not safe or helpful to have flashlight app buried 2 levels down in control center. Yes, was able to “add” and ended up with FOUR copies of app, but still teensy and buried in small dot to right. Tried resizing, but it wouldn’t display on top level of control center.

You may have difficulty dragging a Control Centre icon between pages.
Instead, you may need to first create sufficient space on the first page of the Control Centre favourites by deleting some unneeded control icons - and then add the Flashlight button. Once added to a page will sufficient space, you should be able to resize the Flashlight icon within the available space.
Other controls can then be manually re-added, as necessary, to subsequent pages where there is sufficient space.
Why won’t IOS18 control center allow resizing of critical apps like flashlight?
