Transferring photos with meta data in Mojave and Monterey without ICloud

I've got thousands of photos from the 70's & earlier. I do not use ICloud and want to move photos between IMacs & photo libraries. I have manually adjusted all dates, identified locations & made descriptions. When I go to transfer some of the photos to a different library, all meta data becomes inaccurate. How do I transfer between libraries & not lose the meta data that I've put in?

The route to do this would be to

Export from the first library to the Finder, and then import that product to the new library. There is no way to export from one library to another with that version of Photos.

When you export choose the File -> Export option and in the resulting dialogue be sure to select the highest quality and to check the boxes at 'Title Keywords and Captions' and 'Include Location Information'.

Complete the export to the Finder.

Does that get the metadata. You can check with Preview.

When you say export to Finder, is that the desktop? I selected the export option that shows "export unmodified Original for Photos", that gives me a box for "export IPTC as XMP" which I check, "File name" is a drop down that shows "sequential" or can choose "use title" and "use file name", sequential prefix is blank, subfolder format drop down shows "none" or can choose "moment name". I then click export & get a box to select where I want to send it with, with all the half dozen libraries I have being greyed out, so I select a desktop folder. When I import to another library, the date is no longer what I assigned but uses the modified or created date (both the same date). How do I get it to keep the assigned date it has in the Photo Library I'm exporting from?
