There was a minor update JUST for iPhone 16 models, which simply made the iOS 18 version the most recent version.

I had this problem earlier this morning (September 30) too. My iPhone randomly turned completely off and I had to restart it with the volume and power button. It restarted and said it was updated to IOS 18.0, even though it was already on it a couple hours ago. Now my phone is stuck on SOS and satellite services… restarted it and now searching for answers

The same version of iOS updates cannot be re-updated or re-installed.

No Network. SOS. Rebooted twice. Did not resolve.

My problem was with Verizon Wireless and not an iPhone issue
