if don't how can it determine exactly location for device ?

Macs do not have GPS built in, they use WiFi and Bluetooth signals from nearby devices to obtain a location. You can turn the feature off (System Settings > Privacy & Security > Location Services), but there's no hardware to remove. It does work when the Mac is asleep or shut down, to enable a lost Mac to be found.

Your location is your PRIVATE information, and is only ever available to your Apple-ID and the apps you deliberately authorize to access your location.
