iPad stuck on notifications icon

My iPad is frozen with a pop up on the screen. When I tap on allow or don’t allow nothing happens. When I hold down the top and volume up button the slide to power off shows up but nothing happens. It’s stick on that pop up

Any suggestions on what to do?

Try and force restart the iPad to see if the issues persist

Press and quickly release the volume button closest to the top button.
Press and quickly release the volume button farthest from the top button.
Press and hold the top button until the device begins to restart.
