Mavericks Reinstall Issues

I was gifted a pre-owned apple computer that I was told had been wiped and the system reinstalled. However, the OS X Utilities page comes up when I turn it on. I have tried the reinstall option and input my ID and that was an issue. I reviewed help pages that suggested I put the two-factor authentication code behind my password and that did not help. Then it was recommended that I "erase" the disk. So, I went into disk utility and followed the steps to erase the HD. Then went back to reinstall and now when I enter the password it says, "apple account creation is not currently available on the mac app store." I don't need to create anything, I have an apple account. I have logged out on apple and on my phone and logged back in successfully and I know everything is being input correctly. I then seen a page that suggested putting it into safe mode. The system does not permit me to go into safe mode. Sooooo ... now I am here and hoping to get some support, as I am confused as to why the Store is not accepting my credentials. The system has Mavericks on it.
Are there any other suggestions? Thanks in advance!
