I have set cam to heif max
and for some reasons if I take two pictures one is shot at 48 mp and the other 36 mp , exactly same orientation and both in 16:9 ? What’s going on ?

The phone's sensor has an aspect ration of 4:3, same as 16x12, right? So if you chose 16x9 instead of the native 16x12, then the picture will be only 9/12 the original size. 9/12 x 48 = 36. That's the maximum you can get in a 16x9 crop.

btw even the location , building was the same into the shot
Photos change from 36 MP to 48 MP without changing any settings
