How to configure QWERTZ on my Magic Keyboard?

I have a 2009 Magic Keyboard (A1314) with QWERTZ key setting. While I can set my MacBook Pro to QWERTZ, I cannot find a keyboard setting that mirrors the setting of all the keys (keys other than letters seem to follow the QWERTY logic). Any idea what I could do? Many thanks in advance!
