Verification Failed when trying to set up a used iPad

I am trying to set up an older iPad (A1459) after doing a factory reset. All is going normally until after I enter my Apple ID and password, after which I get a code on my iPhone which I enter into the iPad, then get a message about how it may take a few minutes to setup my apple id, after which I get that message about verification failing. I tried multiple times, same thing keeps happening. Maybe I should try setup with a new apple ID?
