My Mac does not turn on all the way

Initially, the Apple icon appears on the screen, and after several hours, there is an icon of a file with a mark inside and it is flashing. Below that it says. Support.apple.com/mac/start up when I go to those instructions. It says to turn the computer off then turn the computer on and immediately press command and our I believe this is to go into recovery mode, but nothing happens.
