Ipad air 4 locked

I have just purchased an Ipad Air 4th generation and whilst trying to transfer date from my old 6th Gen Ipad the new Ipad asked me to update to IOS 18 and the IOS18.01 once completed the new Ipad is stuck on the "hello" screen when I try and swipe up for the passcode screen this doesn't work and if I use the touch ID key the passcode screen appears momentarily then goes back to the "hello" screen. I've tried a hard reset but just reverts back to the same issue. Also tried to connect to itunes on my PC but not recognising the Ipad and not charging when connected. I've run out of ideas, any suggestions? Much appreciated

If you are attempting to restore the iPad, you will need access to either a Windows PC (with iTunes for Windows installed - or the more recent Apple Devices App) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS). Ensure that your installed version of iTunes has been updated to the most recent version; the essential device drivers are included.
