You can’t, with a few exceptions.
Your photos and (home) videos in the iCloud Photo Library can be accessed through the Photos app on Apple TV. That loads automatically, and there isn’t an interface for accessing any drive or folder in particular. (The iCloud Photo Library is also invisible to regular iCloud Drive access.)
What are you trying to accomplish? Maybe we can suggest a functioning alternative within the system that Apple has set up.
