i have just upgrade to an iphone 15 pro max and my emails havent downloaded
When change from iPhone 12 to iphone15 pro max my emails didn’t download from iCloud

Are you logged in to iCloud on your new iPhone? Open Settings, and see if it shows you logged in at the top of the screen.
Also, Do you use VPN? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile.
