Touch ID missing after Home button replacement on my iPhone

I got my home button broken a couple years ago i've since then got the home button replaced but ever since i haven't had the Touch ID & Passcode setting in my phone so i cannot access my passcodes i also no longer have the Show Contact Photo in the messages part of settings and i have no idea why is there a way i can fix this?
